My names is BELLO Owalakin Babatundé. I’m Executive Director of NGO GRADEL( Group of local development actions) <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />Benin based. Ngo GRADEL seek to promote ICT’s in educational sector by compelling information related to e-learning solution that can help educational organization in their effort  to develop educational content. I think that there are some of the challenges developing countries face in implementing elearning programs. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

-Some of educational organisation and universities encounter significant challenges to internet accessibility, inadequate computer and internet infrastructure, or prohibitive internet cost.

I recently exchange with Dr LAWRENCE WASERMAN about mobile e-learning solution which is a big chance for African region because it is based on anytime anyplace but this solution require GPRS/EDGE technology that enables learner to stay in touch of educational mobile platform at all times anywhere and everywhere.

I’m working to expand MIT OCW program that offer to African educational institutions mirror sites, web based teaching materials. With the materials from 1700 MIT courses representing all 33 of  MIT’s academic disciplines, that millions of educators  and learners have used to improve their teaching and studies, unfortunately this resource is under use by African educational institutions. MIT’s open educational reach by providing an entire copy of MIT OCW Web site (including videos), software tools, user documentation that can be host in server and running in standard workstation. This solution can help educational institutions to access to these materials without have internet access and encounter significant challenges to internet accessibility. I think that this is the best way to African educational institution to start e-learning programs, they can use existing platform to develop their own content.

We can work to together to overcome barriers by exchanges information and any kind of support that can help us to offer this program and other you have in your disposal to African educational institution.
